如果看字面意思，hardly如果直譯成「幾乎沒」，那就是說第一句話的動作完成了，只是快得好像還沒完成。但是整句翻譯就得翻成「剛一。。。就。。。」，明確為前一句已完成。
新概念英語2的38課，參考譯文有乙個錯誤反應了這個問題。
He had hardly had time to settle down when he sold the house.
（X）他還沒來得及安頓下來就賣掉了房子。
有些老師已經指出了這個錯誤，這樣翻譯按中文意思就是並沒有安頓下來，相當於almost了。而實際上翻譯為剛剛安頓下來就賣掉房子更好。

我們先要確認hardly與almost分別是什麼意思
首先是hardly，我們看一下牛津網典上的英語解釋

『a thing hardly bigger than a credit card』

也就是說，hardly表達的實際含義是，「你硬要說的話，大概差不多是這樣吧……但這無關緊要，或者說這個不是重點」
而在實際運用當中，根據這一層「硬要說那差不多，但……」的思路，引出了三個具體含義
1.1 Only a very short time before.
『the party had hardly started when the police arrived』
1.2 Only with great difficulty.
『she could hardly sit up』
『I nodded, hardly able to breath』
1.3 No or not (suggesting surprise at or disagreement with a statement)
『I hardly think so』
1.1 硬要說的話的確是這樣，但這只是剛剛才發生的事情啊。
這種hardly的用法找藉口的時候經常這麼說。我不讓我爸抽菸，他會說「我才 抽了一根啊」。這個「hardly」就和這個「才」差不多，也與題主第乙個例句對應

這時候就是單純的否定詞了
而almost的意思，則比較明確，就是差一點點……

雖然很多時候一些用詞的翻譯會一樣，但是同樣的中文用在不同的句子和語境下，其表達效果和表達目的並不一定是一樣的
比如：我幾乎才到的辦公室，然後就被老婆叫回去了（對應hardly）
我幾乎就要到辦公室了，然後就被老婆叫回去了（對應almost）
這兩句話題主可以感受一下。雖然都可以翻作「幾乎」，但是你還需要其他東西與這個「幾乎」配合，才能準確體現出「hardly」與「almost」本來要表達的意思
說到底，翻譯並不是詞與詞的一一對應。如果真的是那樣，那外語學起來就太容易了。

The word 「hardly」 is not synonymous with 「almost」.
Therefore (a) 「hardly」 translated as 「剛剛」 and (b) 「almost」 translated as 「快」 are proper.
In your other example 「I was hardly hit by the car」 is not logical because you need 2 events for 「hardly」 to mean 「as soon as」. In G*o*o*g*l*e search，「hardly hit by the car」 yielded 「0」 hit」 (which means nobody says it that way).
Beside meaning 「as soon as」, another meaning of 「hardly」 is 「not」.
Example, I walked up to a pretty girl and asked, 「Could I buy you dinner?」 She retorted, 「No. I hardly know you.
」 (Here, she simply meant she did not know me).
